Drain cooked pasta and keep warm.

Meanwhile, heat oil and margarine in large skillet over medium high heat; add potatoes, onion, garlic, salt, pepper and red pepper flakes. Cook 8 to 12 minutes or until potatoes are tender and lightly browned, stirring frequently.

Stir in rotini; cook an additional 5 to 6 minutes or until throughly heated; stirring frequently.

Remove from heat; sprinkle with cheese. Cover; let stand 2 to 3 minutes or until cheese is melted.
